Scope (as previewed June 2026)
The Warm Homes Plan is the successor framework for ECO4 and GBIS, due to go live in early 2027. The headline envelope is £6.6 billion over the parliament. Detailed delivery model and eligibility criteria are being consulted on through autumn 2026.
What to plan for
Expect a continuation of fabric-first measures, expanded heat-pump support, and a clearer link to PAS 2035 for any publicly funded measure.
